First State Bank of De Queen announced that Noel Bard has been named as its new president/CEO.

Bard joined the bank on Nov. 1, 1991 as a loan officer after working for eight years at the De Queen branch of First Federal Savings and Loan of Texarkana. In 1996 he was promoted to vice president, in 1998 to executive-vice president and in 2015 to president of the Sevier County Division.

Bard is a graduate of Gillham High School and he studied public administration at the University of Arkansas.

He has completed courses at the National Commercial Lending School, University of Oklahoma and the Graduate School of Banking at LSU.

Bard has been active in the De Queen Lions Club since 1985 and has been named Lion of the Year three times. He has served as treasurer since 1986 and recently as secretary. 

“First State Bank will continue its tradition of servicing the financial needs of our communities as well as supporting numerous community projects as we grow and prosper together,” Bard said.
