Lockesburg

Lockesburg City Council met in regular session Tuesday, March 10, in the Council Room at City Hall. The media was notified of the meeting.

Mayor Danny Ruth called the meeting to order at 6:32 p.m. followed with prayer by Councilmember James Jester and the Pledge of Allegiance.

Those in attendance were Mayor Danny Ruth, Recorder Treasurer Becky Jegstrup. Council Members Rodger Ridley, Donna Gallaher, Bill Roberts,  James Jester, Steven Hill and Claudine Tompkins, City Attorney Erin Hunter and Deputy Municipal Clerk JoAnna Giusti.

A motion was made by Jester and seconded by Roberts to accept the minutes from the February meeting. Motion passed 4/0/0.

A motion was made by Gallaher and seconded by Hill to accept the budget and financial reports for February. Motion passed 5/0/0.

A motion was made by Jester and seconded by Ridley to read by title only Resolution 2020-1, A resolution allowing the mayor of Lockesburg to apply for a grant for the installing of the kitchen in the senior citizens center. Motion passed 6/0/0. A roll call vote was taken with the following results: Hill-yes, Ridley-yes, Gallaher-yes. Tompkins-yes, Roberts-yes, and Jester-yes.

Resolution 2020-1 was read by title only by Recorder Treasurer Becky Jegstrup. A motion was made by Jester and seconded by Roberts to pass Resolution 2020-1.Motion passed 6/0/0. A roll call vote was then taken with the  following results: Hill-yes, Ridley-yes. Gallaher-yes. Tompkins-yes, Roberts-yes and Jester-yes.

Mayor Danny Ruth updated the council on the sidewalk project stating the workers had begun working at the creek preparing it for the sidewalk. Mayor Ruth also informed the council they had been denied the street grant this time but the application was still good for the next round of grants.

Mayor Danny Ruth informed the council there had been an error in the bidding of the paving project approved last month. The section of the street on W. Pine needed to be larger than was first bid. The additional work would increase the project from $8,800 to $13,315.  After a brief discussion, a motion was made by Roberts and seconded by Hill to approve the additional money. Motion passed 6/0/0.

The council discussed getting prices on gravel to be used at the bus stop on Main and ….

Mayor Ruth also informed the council they were searching for a grant to do the improvements needed on the water tower.

A motion was made by Ridley and seconded by Tompkins to go into executive session at 7:10 p.m.  Motion passed 6/0/0.

A motion was made by Tompkins and seconded by Gallaher to come out of executive session at 7:21 p.m.  Motion passed 6/0/0.

A motion was made by Gallaher and seconded by Ridley to hire Penney McWhorter to replace Rhonda Dean for cleaning of city hall and the community building with the salary to remain at $75/month for city hall and $40/week for the community building.  Motion passed 6/0/0.

A motion was made by Gallaher and seconded by Ridley to remove Rhonda Dean from the list at Bank of Lockesburg and to replace her with Whitney Stapp to be able to pick up the bank bag.  Motion passed 6/0/0.

A motion was made by Jester and seconded by Gallaher to read Resolution 2020-2. A resolution providing for and adopting the budget for the city of Lockesburg, for the twelve month period beginning January 1, 2020 and ending December 31,2020, and appropriating money for each and every item of expenditure therein, by title only. Motion passed 6/0/0. A roll call vote was then taken with the following results: Hill-yes, Ridley-yes. Gallaher-yes. Tompkins-yes. Roberts-yes,  and Jester-yes.

Resolution 2020-2 was read by title only by Recorder Treasurer Becky Jegstrup. A motion was made by Hill and seconded by Ridley to accept Resolution 2020-2. Motion passed 6/0/0. A roll call vote was then taken with the following results: Hill-yes. Ridley-yes. Gallaher-yes, Tompkins-yes, Roberts-yes and Jester-yes.

A motion was made by Ridley and seconded by  Roberts to suspend the new wastewater project at this time. Motion passed 6/0/0.

A motion was made by Roberts and seconded by Jester to approve the bills for February. Motion passed 6/0/0.

A motion was made by Tompkins and seconded by Gallaher to adjourn.  Motion passed and meeting was adjourned at 8:06 p.m.
