Lockesburg

Lockesburg City Council met in regular session on Tuesday, Dec. 8 in the Senior Citizens Building. The media was notified.

The meeting was called to order at 6:30 p.m. followed with prayer by Mayor Danny Ruth and the Pledge of Allegiance.

Those in attendance were Mayor Danny Ruth, Recorder Treasurer Becky Jegstrup, Councilmembers Claudine Tompkins, Donna Gallaher, Sandy Webb, Rodger Ridley, Bill Roberts, and Steven Hill. Also in attendance were City Attorney Erin Hunter, Deputy Municipal Clerk JoAnna Giusti, Utilities Supervisor Justin Ruth, Wasterwater Manager Matt Webb, and Fire Chief Doug Currence.

Matt Webb, on behalf of the Fire Department, presented the council three bids they had gotten for construction of the office /bathroom/ kitchen area of the firehouse. The Fire Department also requested a loan from the city to help with the construction to be paid back over three-five years with Act 833 money. After reviewing all the bids and a lengthy discussion, a motion was made by Ridley and seconded by Hill to accept a bid of $34,338.44 from Pedro Cecilio with $20,000 coming from Fire Department money and the city loaning the remaining $14,338.44. Motion passed 6/0/0.

A motion was made by Gallaher and seconded by Tompkins for the $14,338.44 to come from the tax fund. Motion passed 6/0/0.

Webb requested if the council allows raises this year, that his be held contingent on his completing requirements and obtaining his Wastewater 1 license.

A motion was made by Ridley and seconded by Tompkins to go into executive session at 7:20 p.m. Motion passed 6/0/0.

A motion was made by Tompkins and seconded by Webb to come out of executive session at 7:27 p.m. Motion passed 6/0/0.

A motion was made by Tompkins and seconded by Roberts to give $500 to city employees and $250 to Recorder Treasurer Jegstrup for Christmas bonuses. Motion passed 6/0/0.

A motion was made by Webb and seconded by Tompkins to give city employees $100 and Recorder Treasurer Jegstrup $50 as a one-time hazard pay. Motion passed 6/0/0.

No action was taken on raises at this time.

A land swap deal was discussed between Janet Ballard and the city but was tabled at this time for more review. 

A motion was made by Roberts and seconded by Ridley to approve the minutes from the November meeting. Motion passed 6/0/0.

The budget and financial reports were reviews. A motion was made by Gallaher and seconded by Webb to accept the budget report for November. Motion passed 6/0/0.

A motion was made by Gallaher and seconded by Roberts to table approval of the financial report for balance corrections. Motion passed 6/0/0.

The council discussed a one year contract with T-Mobile for four hotspots to be placed strategically around town to help facilitate with the children having to do virtual school. A motion was made by Tompkins and seconded by Ridley to approve the contract contingent on the approval of the churches and landowners to allow use of their locations. Motion passed 6/0/0.

A motion was made by Tompkins and seconded by Hill to approve an operating budget for 2021 until corrections can be made to the proposed budget. Motion passed 6/0/0.

A motion was made by Tompkins and seconded by Webb to add Sandy Taylor to the list at the Bank of Lockesburg to be able to pick up the bank bags. Motion passed 6/0/0.

Councilmember Donna Gallaher presented the council with her letter of resignation effective 12/31/20.  

A motion was made by Ridley and seconded by Roberts to approve the bills for November. Motion passed 6/0/0.

A motion was made by Tompkins and seconded by Gallaher to adjourn.  Motion passed 6/0/0. The meeting was adjourned at 8:35 p.m.
