The Sevier County Sheriff’s Department is notifying the community that Robert Rubio Garza, 31, a Level 3 sex offender, is living at 564 Hwy. 71 North, Apt. #14 in Sevier County.
Garza has been convicted of an offense that requires registration with the Arkansas Crime Information Center (ACIC). Further, his previous criminal history places him in a classification level that reflects the potential to be a repeat offender.
According to the Sheriff’s Department, sex offenders have always lived in our community but it was not until passage of the Sex Offender Registration Act that law enforcement even knew where they were living. Depending on risk level, law enforcement is now able to share certain sex offender information with the public. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement’s ability to do community notification.
“We believe the only person who wins if community notification ends is the sex offenders, since sex offenders derive their power through secrecy,” department officials wrote in a press release, noting that he is not wanted by police at this time. “The notification if not intended to increase fear; rather it is our belief that an informed public is a safer public.”
